Can't help much on this one, sorry. As I understand it, this was originally Falco pisanus Portis 1889. This name was first published in:
Portis A. 1887. Contribuzioni alla ornitolitologia italiana. Parte II. Memorie della Reale Accademia delle Scienze di Torino, serie 2, 38: 181-203.​
...but it is now regarded as nude there, and cited from the reference you gave above -- which I can't find online either.

(NB - I do not actually find any trace of a serial titled "Memorie [del] Regio Istituto di Studi Superiori e Practici (Firenze)". The Institute itself was called the R. Istituto di Studi Superiori Pratici e di Perfezionamento in Firenze, where the R. was always abbreviated and could conceivably have stood for either Regio or Reale. This Institute used to publish "memoirs", but as part of a serial titled Pubblicazioni (i.e., not "Memorie") del R. Istituto etc., and I don't find Portis' work among these. I have also seen this work cited as a stand-alone publication (Portis A. 1889. Gli Ornitoliti del Valdarno superiore e di alcune altre località plioceniche di Toscana. In-8°, 20 pp. + 1 plate. Tipi dei successori Le Monnier, Firenze.). Sometimes it is also indicated as an extract from a larger work (e.g.: "Estratto dalle Contribuzioni alla Fauna fossile del Valdarno superiore dei Proff. D'Ancona, Portis e Simonelli."), which I can't find online either.)

As I understand it, this was originally Falco pisanus Portis 1889.
Indeed he described it as Falco pisanus. The history of the name is as follows:
