I remember years ago it being common to see Reins used on small children, in fact, I'm pretty sure my mother used them on me. Although children seemed to be safer (I know that I went on bus rides with a friend of the same age before I was 10), parents seemed to be more careful than today. Today it's quite "normal" to see children under 5 playing in the street at 10 at night... parents are nowhere to be seen.So I accept the world has changed, but I don't have to like it; I don't have to like people avoiding accepting responsibility for their actions either. The only way to ensure this doesn't happen again (or rarely), is to find out why, and that can't happen if all parties avoid responsibility.</blockquote>
