Why does a Black-headed Gull have a brown head...
What could I have been looking at today ...

Diver same size as a Cormorant with the characteristic bum flip dive, shorter neck, bill like a Shoveler duck rising to the forehead, brown with white front, noticeable long white eyebrows.
Only had a distant overhead view but the head appeared too gently sloping for Red-throated or Great northern, Black-throated is closer in shape but has no eyebrows and the bill looks too sharp as does the White-billed.
