Does anyone know what species of bird this is? (1 Viewer)

I’m currently in the San Francisco Bay and I saw this bird but I don’t know what species it is. It’s chest is White and it’s back is greyish/blue? It appears to have red eyes and I’m assuming it’s nocturnal. I’ve looked on the internet with no success. Does anyone here know what it is? It’s in between the size of a Seagull and Hawk.8D4C4174-E3EE-42EB-80F9-5D1BD1B05E77.jpeg
