I mean RIGHT TO LEFT!!!!!
I think you mean left to right: the lower one on my mobile screen. I agree this looks strange and it looks like we're seeing the underparts. But more careful scrutiny suggests we must be seeing it from above.

My immediate impression was not short-toed (snake) eagle but looking more carefully we can see all the elements are there. I guess notable among these are short, barred tail.
