As i said if i was to witness raptor persecution i would report it though as with any crime i would do the correct thing and report it to the police not the RSPB.If you read my comment again you'll see that i said i very much doubt that allowing keepers to kill Buzzards would help Harriers but i guess the therory is that if we comprimise and allow them to kill certain birds such as Buzzards they may comprimise and leave Harriers alone but again as i said before even i doubt that would actually work that way which is why i said i dont really agree with it either.</blockquote>
