According to this Review, in The Auk 19 (No.1), 1902, pp.106-107:

"The Second volume of The ‘Birds of South Africa,’ has been prepared by Mr. W. L. Sclater, Director of the South African Museum, from manuscripts left by the late Dr. Arthur C. Stark, ...", which (to me) talks strongly in favour that francisci was the version W. L. Sclater had in mind.

If it matters today, if such a detail would, or even could, have an effect the Code, and modern day's nomenclature ... well, I don't know, haven't got a clue.
