It's an Empidonax, I can't really tell which species, but I'll say Alder is most likely in my mind (it's not Willow or Acadian based on location). Do you have any other photos. One that shows the primary extension would be most helpful

unfortunately not, it was a quick shot on a marsh as I was leaving...
