Falcon ID, Iran (1 Viewer)

Would you please help to ID this falcon? My friend took these pictures while the falcon thermal exactly on sun glare and looking at us but we could not see it very well as it was around noon and we were sun gazed. After editing overexposed photos it looks more like Peregrin for us since it has broad mustached. There was a report from one of the locals that a couple of days ago he saw a falcon, not as usual one and it could be red-headed falcon but we just found this one in our birding trip.
Date: 27 January 2020
Location: mountainous part of SW Iran
