The default species in the UAE is now known to be Steppe, and although the head/bill appears to be closer to Caspian, the extensive black in the wing tip suggests this is indeed Steppe.

If you look at Gull Research Organisation, you can find similar birds in July Steppe section. The only question is whether this is from the intergrade zone between the two 'species'.
 
seems to be the same individual in all pics, on moult score a bird from these days, and yes, seems to be a 4cy Larus (fuscus) barabensis.
