Hawk-Eagle ID - Sri Lanka 31/01 (1 Viewer)

I photographed this juvenile Hawk-Eagle at Hortons Plains this morning and I am struggling to make up my mind as to whether it is Legge's or Changeable, both of which occur at this location. Unfortunately it was very foggy today so I wasn't able to get any flight views or shots when it did take off, so this is all I've got. TIA.

Its an immature Changeable, note fine black streaking to underparts, and structurally, bill and feet are not strong enough + pp is too long (for Legge's)
