Hawk ID, Costa Rica in October (1 Viewer)

Hi - I shot a series of pictures of this bird (all show the same bird).
It was seen near the Pacific Coast (Ostional) in Costa Rica in mid October.
My best guess is Broad-winged Hawk (Buteo platypterus), but the wings do not seem that broad to me... Note the small insert where the tail pattern is seen from above.
Can it be ID'ed with certainty?
