Heliodoxa leadbeateri otero (Tschudi, 1844) OD here

The Eponym Dictionary of Birds claims:
Violet-fronted Brilliant ssp. Heliodoxa leadbeateri otero Tschudi, 1844
José de Otero (fl.1838) was a resident of Peru.

The Key to Scientific Names
Maj.-Gen. Francisco de Paula Otero Goyechea (1786-1854) Peruvian Army (born in Argentina), hero of Peruvian independence (subsp. Helidoxa leadbeateri).

As the general is mentioned in a letter from Tschudi, I clearly tend for the Key claim.

Der General Otero, einer meiner Freunde both mir sein Landhaus an, um meine Convalescenz zu begünstigen.

Tschudi in 1845 mentions Don Jose de Otero.
.
I dedicated, he said, this beautiful species, to AI. General Don François de Paule
de Otero, as a token of my deep gratitude.

“I was suffering from abdominal typhus, as a result of the fatigue experienced in a
travel in the second chain of the Cordillera of Peru; evil had taken the
most frightening proportions and led me to the gates of the tomb, when
this noble and excellent general had me transported to his hacienda or house of
countryside, Florida, where I received from his amiable family, and in particular from his
son Don José de Otero, these lively expressions of interest and these touching cares, which are
the most powerful balm for the recovery of the sick and deprived traveler
help in foreign land.
