Hello everyone! Pennsylvania ID please (1 Viewer)

I currently live near Harrisburg, Pennsylvania. I spent several hours at a wildlife park (Wildwood) today and photographed this bird (see pictures). Unsure of the ID, I posted to a couple pages, and got two answers: Eastern Wood-Pewee and Eastern Phoebe. Can anyone settle this debate? Much thanks, Sue

When I looked at the first image which looks like it has an orange lower beak I immediately went to Eastern Wood Pewee but I don't see it on the second image so it's anyone's guess. Did you take any other photos showing the beak a bit better?

It's definitely not Eastern Phoebe, the lower mandible is orange. It's probably Eastern Wood-pewee but I'm not convinced that it couldn't be a Alder or Willow flycatcher, because the bird is partially silhouetted in the pics.
