Help ID Hawk Eagle (1 Viewer)

Please help me ID this Hawk Eagle found in Northern Luzon.

It looks like a Juvenile Changeable (pale morph) or Philippine Hawk eagle. It has three (3) to four (4) uneven three-inch crests.

My problem is it has a mask and has yellow cere.

I don't think there are any members in Cagayan but there are some in Ilocos Norte, and some other members are experienced in what you are doing, and could give better advice than I can.
