ID help Panjin, Liaoning, China (1 Viewer)

Back in Panjin, Dawa, Liaoning Province, China. Looking for some input on this rather scruffy looking individual. I am thinking possibly a juv. Crested Skylark.

Large crest and larger slightly hooked bill - Flies with undulating pattern and irregular wingbeat. Was quiet with no song or call. Part of a group of four. The rest did not stick around to have their picture taken.

That would make sense as there were a number of adults at another garden area about 1.5-2 kilometers east this spring. Juveniles that are spreading out looking for their own territory.
