It has been seen in the mountainous region of Dizin ( Iran ) - 12 June 2022
I suppose it may be Lesser Kestrel, they were 2 in the same place.

Looks like a Kestrel for me.

Tricky ........... but the hind claw on the left leg looks black on my screen which would make it a Common!

Openbface with no super and no moustache as well as fine chevrons on upperparts better for Lesser Kestrel
That said I have no idea about subspecies of Common in Iran
