ID Request - Unknown Raptor - Austin, Texas, USA (1 Viewer)

Apologies in advance for the low quality cellphone pictures. My wife and her friend spotted this bird in a tree by the pond at Central Market downtown Austin.

I'm wondering if it's possibly a prairie falcon...? my other guess is red-tailed hawk.

My wife tells me it was pretty small, 3x the size of a blue jay (but I know how unreliable size assessment is among us amateurs).

any suggestions?
