Illinois Aug 2020 Hawk Id (1 Viewer)

Please help with this Hawk Id.

At first glance I ID as Cooper's Hawk. Now I am having second thoughts due to no dark cap - although could be juvenile Cooper's, heavy vertical streaking on breast, slower wing beats in flight, overall size and wing span (appears larger than a crow). Is it possibly a juvenile Northern Goshawk, although I cannot confirm a pale eyebrow from any of the photos?
