Immature Snake Eagle? Tanzania (1 Viewer)

Hello,
Would be grateful for a bit of help identifying this bird.

Image was taken in Selous, Tanzania (near Rufiji river) in July.
This fellow was hovering high above our camp with one adult black-chested snake eagle. Definitely with yellow eyes and a grey cere, but I am confused with the breast/belly colouring. Is it an immature individual or another species?

Well it's certainly an immature. I'm going to go for short-toed snake-eagle rather than black-chested on the basis of lower belly barring and no blackish feathering on the throat.
 
Immature Black-chested second plumage, which is quite an unusual plumage as second plumage birds are heavily blotched below, thus looking very different from juvenile and from adult plumage
