Is this an indian silver bill. If so, why is the bill black.

I think its a juvenile scaly breasted munia. Lower mandible is dark and i cant really see dark leading edge to the wing.

Scaly-breasted Munia for me too. In addition to what's been said above, the bill is too conical for a Silverbill, which has a more decurved culmen and proportionately shorter and deeper based bill.

Ok thanks. Here is another picture that I thought was a silverbill. But is this also a juvenile scaly breasted munia?
