Location: Lowland forest, Sarawak, Malaysian Borneo

This bird flew very quickly over me and appeared to be diving. There is no clearer picture than this. The weather was foggy and cloudy. My initial thought was that it could be a falcon, but upon further checking, the only possible match I can find is a rufous-bellied eagle. Is this ID correct? It will be my first sighting if it is this species.
