The Eponym Dictionary of Birds claims:
Little Bittern Ixobrychus minutus payesii Hartlaub, 1856
M. Payes (DNF) was a collector in Senegal.

The Key to Scientific Names
M. Payés (fl. 1858) collector in Senegal (subsp. Ixobrychus minutus).

The only thing I know the specimen was collected at the Casamance. Harlaub referenced to here Butorides podiceps. I feel the name may have given by Jules Verreaux. His name again here.
