Juvenile Goshawk or Cooper's? Montana, USA (1 Viewer)

Taken this morning at Zimmerman Park in Billings, MT. I initially thought it was a recently fledged juvenile Cooper's Hawk as it was awkwardly hopping around when I took these poor photos. Then when it flew I thought juvenile Northern Goshawk on size alone. But looking at the photos with the thin streaking and white breast it seems more like a bigger female juvenile Cooper's. But the feet look pretty big making me lean towards Northern Goshawk again. It has a bit of a white supercilium, but not pronounced. Both are to be expected in this habitat, with Cooper's Hawk being somewhat more common.
