The Eponym Dictionary of Birds claims:
Grey Shrike sp. Lanius grimmi Bogdanov, 1881 NCR [Alt. Steppe Grey Shrike; JS Lanius (meridionalis) pallidirostris]
Dr Oscar A. Grimm (1845–1921) was a Russian Professor of Zoology, Leningrad University. He was an expert on the fauna of the Caspian Sea. He wrote 'On the scientific exploration of the Caspian Sea' (1876).

The Key to Scientific Names
Prof. Dr Oscar A. Grimm (1854-1920) Russian zoologist (syn. Lanius meridionalis pallidirostris).

Apart from the fact that he sounds German the life dates are not matching between both sources. I would say it is OSKAR ANDREJEVICH GRIMM
GRIMM OSKAR ANDREJEVICH ( O. von Grimm ) (1845-1921) Ichthyologist. Specialist in fish farming. Doctor of Zoology. Professor. Prominent scientist in fish culture . He was born in Nizhny Novgorod. In 1870 he graduated from the Natural-Science Department of the Physical and Mathematical Faculty at the University in St. Petersburg. For almost 50 years he took an active part in fish culture and fisheries investigations . Under his leadership , the world's first artificial fertilization of whitefish , stellate sturgeon and “ Caspian inconnu " was successfully performed at the Nikolsky fish farm . Professor Grimm organized and participated in numerous Russian and international fish farming and fisheries conferences and exhibitions . He was the author of many scientific papers . Examples of selected publications: Grimm , O.A. 1876....

If death 1920 or 1921 may or may not a calendar thing.
