looking to identify hawk-like bird seen in Central Texas (1 Viewer)

Unfortunately, I don't have a picture, but this was a rather large bird in a tree over a lake. Brown back and head,and white chest, sort of like a Red Tailed Hawk. But of interest was a conspicuous black stripe on the head coming back from the eyes. Small beak.
 
I think that might just be it. They do indeed migrate through Texas. It was pretty far away, and what I called a black stripe might well have been brown. Thank you! I should add that many hawks have a mostly white but mottled chest. This one was pure white,and osprey does have that.
