I apologize for posting such a poor picture. It was taken miles away from the bird. Could it be a Merlin? One had been spotted nearby. Or maybe it's simply not identifiable...

while i don't think you can get a definite ID from this one pic, the overall impression and the apparently long tail suggests it is a Common Kestrel.
