Nikon P1000 Flexible program (1 Viewer)

Hopefully someone has some advice about this... I am fairly new to my P1000, and I love it. But I have a problem with flexible program (known also as program shift). According to the manual (Alexander White), flexible program works just by selecting Program mode then pointing the camera at the subject, then a * icon shows next to the P on the screen or viewfinder, which means flexible is on, and all one has to do to adjust aperture and shutter is rotate the command dial left or right depending on what you're trying to do. Well I've done that numerous times and nothing happens! I read on another forum that someone had this problem with a Nikon DSLR and he fixed it by removing the battery and then putting it back in. Tried that, no change. Someone else said flexible won't work if ISO sensitivity is on auto and to turn that off. Tried that too, no difference.

I don't know how much I will want to use this, but I'm trying to get familiar with all my options, and this is frustrating. Anyone know anything about this?
