Etymology.—We name this form in honour of the late Tim Fisher, dedicated Philippine ornithologist and co-author of Kennedy et al. (2000).

The Eponym Dictionary of Birds claims:

Timothy H. Fisher (1947–2010) was a British ornithologist and pioneer birdwatcher in the Philippines, where he he lived (1974– 2010). He had a bachelor's degree in biology and was a qualified chartered accountant. He co-wrote A Photographic Guide to Birds of the Philippines (2001).

He was co-author as well of A Guide to the Birds of the Philippines as mentioned in OD.

I now nothing about him and therefore assume the claimed is correct. But what was his middle name?

A very nice man and much missed in the Philippines and amongst those who relied on his knowledge in planning trips.
