Otus pamelae Bates, 1937 OD here
As the Owl is the emblem of the Athenæum Club, of which Mr. Philby is a member, this new race has been named, at his suggestion, after Miss Pamela Lovibond, Librarian of the Athenæum.

The Eponym Dictionary of Birds claims:
Arabian Scops Owl Otus pamelae G.L. Bates, 1937 [Syn. Otus senegalensis pamelae]
Miss Pamela Lovibond (DNF) was the librarian at the Athenaeum Club in London. A member of the club, Harry St John Bridger Philby (q.v.), suggested the name to Bates (q.v.). She married Major David Francis Pawson (1946) and thereafter lived in Greece.

The Key to Scientific Names
Pamela Lovibond (fl. 1937) Librarian of the Athenaeum Club, London (Otus).

What the life dates of Pamela Pawson née Lovibond are might be solved here.
