The Eponym Dictionary of Birds claims:
Coal Tit ssp. Periparus ater moltchanovi Menzbier, 1903
Crested Lark ssp. Galerida cristata moltschanowi Gavrilenko, 1926 NCR [JS Galerida cristata tenuirostris]
Professor Dr Lev Aleksandrovich Molchanov (1878–>1960) was a Russian ornithologist, meteorologist, geographer, teacher and author. He was Professor of Geography at Central Asia University (1921–1933), then became Chair of Physics and Agricultural Meteorology at Tashkent Agricultural Institute (1933–>1960). He particularly studied the climate of Central Asia. He was awarded the Order of Lenin. A reptile is named after him.

The Key to Scientific Names
Prof. Dr Lev Aleksandrovich Molchanov (b. 1878) Russian meteorologist, geographer, ornithologist, collector in the Crimea, Central Asia and Siberia (subsp. Periparus ater).

So for me it looks like he died 1962 according Wikipedia. But we can find as well Лев Александрович Молчанов (1878-1962).

It says -
Diese Unterart benenne ich nach dem Erforscher der Krim L. A. MOLTSCHANOW, da er als erster die Verschiedenheit der krimschen Haubenlerchen bemerkt hatte. ¹)

1962 is found in many Russian sources.
