Btw, a Blyth's Pipit. Richard's is much larger (which obviously can't be determined here) and has a longer toe (Not sure, Is it within normal variation?).

@sbiswas.geo sir!
@Vyom B. Vyas ?
Blyth's Pipit. Clear lore and typical center pattern to median coverts. Hind claw is shorter compared to Richard's. Also, You will probably never find a Richard's on a wire. They are extremely shy on wintering grounds. Tree, Blyth's and Paddyfield are the ones commonly seen perched on wires and trees, in that order of likelihood.
