Plant ID Devon, UK today (1 Viewer)

Hi all, I would be grateful for an ID for the attached taken today by a friend who is in the Brixham area of South Devon. Thank.

Looks like the so-called Anchor Plant, Colletia paradoxa, from Uraguay. It's not the greatest photo- does it seem to be planted or has it self-sown? I'm not aware of it being naturalised & isn't listed by Stace, the UK botanist's bible.
 
Thanks aeshna5 & Welsh Peregrine for the ID, I've found out it was in the garden, so presumably planted, of a Council owned stately home in Paignton.
