The bird was approximately one foot in height and standing on the rocks near the ocean shoreline in Point Lobos, CA. Thanks!

Hi, welcome to Bird Forum.

I believe that is a Black-crowned Night Heron - one of the short-legged herons. I guess he was looking for fish!
