This species is named for Mr. William Parsons, of Manila, in recognition of his interest in Philippine ornithology.

The Eponym Dictionary of Birds
Olive-backed Flowerpecker ssp. Prionochilus olivaceus parsonsi McGregor, 1927
William Parsons (DNF) was an American aviculturist who was in Manila, Philippines (1927).

The Key to Scientific Names
William Parsons (fl. 1926) US aviculturalist in the Philippines (subsp. Prionochilus olivaceus).

I ask myself why not William Edward Parsons (1872-1939)? Not sure where the aviculturist derived from.

Based in the information therein, William Parsons was a British trader, amateur ornithologist and collector, who resided in Manila from 1902 to 1945, and whose collection (including a paratype of Prionochilus parsonsi McGregor 1927, see https://doi.org/10.5281/zenodo.155300 ) was acquired by the Musée d'Histoire Naturelle de Genève in 1947. His widow resided in Geneva in 1974.
