Yes it is Loutsy.
You need to be in an advanced posting mode (not quick reply). Then scroll down to Manage Attachments and click on the bar.
Browse on your computer for your file, click on Upload.
Wait a few seconds and you should see the file name appear in the box. You can add 4 more, either pictures or sound files.
Close the box.
Click on Preview Post to check it's there.
