Publication date Lybius torquatus

I am a little bit confused about the publication date of Lybius torquatus. I think OD here would indicate 1816 (from the title page). IOC World bird list claims L. t. torquatus (Dumont, 1805) dito Zoonomen with explanation here:

Vol IV,V and a few copies of VI were pub. in 1805-6. Then the pub. suspended until 1816 when vols. were brought up to date by Supplements. 60 vols. complete work.

Is there a publication giving more meat to the bone?
