Raptor ID - Souss Massa, Morocco - Apr 12 (1 Viewer)

Hi all,

I had a great day at Souss Massa National Park (Sidi R'bat) in Morrocco last week. The only raptor I saw was this one circling briefly over the river. I took a few poor quality photos and I was wondering if there was enough here to make an ID? or an educated guess?
