Really struggling with this bird taken last month while playing golf (me, not the bird!) in Rockingham, south of Perth. Any help very much appreciated.

swamp harrier ?
I think that's probably right. Likely male on account of minimal tail-markings.
The other near-miss is square-tailed kite, but that doesn't look as good a match for (e.g.) secondaries-pattern.
