Looking through some old images I found this one from May 17 shot near the coast to the north of La Rochelle. It's so poor that I've ignored it until now and I'm questioning one bird. Top is a male Monty's, bottom is Black Kite but is the central bird also a BK? Doesn't seem quite right...

Hello,
why not a Marsh Harrier? White-yellowish leading edge is normally more extensive but such a small one, ghosting "position lights" of Boote Eagle is within variation. More, I see the right yellowish-cream head colour.
For a Booted, I think your bird lacks a contrasting pale rump and other features.
Conclusion: an at least 2cy or older female Marsh Harrier for me.
 
Thanks to you both, not sure why I didn't think of it! They were having quite a tussle and the Monty seemed totally outgunned.
