Lesser is now split into two different species : Tibetan and Siberian but, AFAIK, none occur in Azerbaïjan. The only option there is Greater Sandplover Anarhynchus leschenaultii columbinus. The bill seems thin, but columbinus has thinner bill than other subspecies I think.

As already settled this is indeed columbinus Desert Sand Plover (better name?). However, just as a note there are records of LSP (likely Tibetian)
