The Eponym Dictionary of Birds claims:

Prof. Dr Claus König (b.1931) is an ornithologist, a friend of the describer and '... a connoisseur of Argentine birds'. The Goethe University at Frankfurt am Main awarded his doctorate (1959), after which he was head of the Ludwigsburg Ornithological Station (1962–1971). He was Professor of Zoology at Stuttgart University and was at the State Natural History Museum in Stuttgart as head of the ornithology section (1971–1996) and as Director of the Museum (1997– 2000). Since his retirement he has continued to work there as a volunteer. He is author or co-author of a number of papers including 'Zur Kenntnis der Kleinsäugetiere von Ibiza (Balearen)' (1958) and 'Owl vocalizations as interspecific differentiation patterns and their taxonomical value as ethological isolating mechanisms between various taxa' (2000). He is also senior author of Owls of the World (1999 and 2009).

The Key to Scientific Names
Prof. Dr Claus König (b. 1931) German ornithologist (subsp. Sicalis pelzelni).

If Wikipedia is correct he was born 1933 and not 1931.
