Small Olive-Gray Bird - No. VA, USA (1 Viewer)

I took this photo today at Lake Fairfax, in northern Virginia, USA. Some kind of flycatcher? Maybe an immature Eastern Phoebe? Am I correct that the gray bill eliminates the Eastern Wood Pewee? What's really throwing me is the sharp white/black border at the top of the tail, although now that I look at it more closely, I think that's just a weird shadow. It's possible that the tail is light olive-grey.

Anyway, any ideas? Can this bird be IDed from this photo?
