Is this an Iceland Gull? This would be a very rare bird for Spokane County. I saw it at 47.884860, -117.683185. Any help would be much appreciated. Thanks!

Iceland Gull is a larger and heavier bird and would not have black on its primaries. I agree, this is a Short-billed Gull (previously known as a Mew Gull).
