Suggestions for bird cover (1 Viewer)

I have a question. In our trailer park in winter most of the trees surrounding our lot loose their leaves. Could there be certain small tree's, maybe 3-5 feet tall I can plant to attract birds that will give them the needed cover they want while feeding?

Little birds (chickadee, sparrow, junco etc., and house sparrows, to my dismay) love the cedar row fencing, bigger birds like cardinals don't go hide inside but will perch on top.

Large ever green shrubs might be a better idea than trees? Especially those which have berries as they would provide food as well as shelter.
