Can someone please confirm this to be a Summer Tanager female? Taken in Tamarindo Costa Rica in Jan.

Would you also say this is a Painted Bunting.
no that's a tanager. Given bill most likely female summer tanager. Note [e.g.] the tooth on the bill. Bill is more elongate too.

[Edit: the one to exclude is hepatic. You should be able to do this on bill—hepatic more pronounced tooth, and grey, often 2-toned cf yellowish bill. Bill looks yellowish to me here]
