Here is what's written The Eponym Dictionary of Birds

Foster D. Smith Jr (fl.1930–c.2006) was in Venezuela (1947– 1948), where he collected the holotype of the heron. He co-wrote papers with Herbert Friedmann, including: 'A contribution to the ornithology of northeastern Venezuela' (1955)

According here his name is

SMITH, FOSTER DEWEY, JR., 161 South St., Morristown, N. J

This would fit to the dissertation...

SMITH, Foster Dewey, Jr. Cyclic Sedimentation, Oficina Formation, Venezuela. New York University, 1960

...mentioned here p. 47 of 54.

I have no clue about his real life dates.

Could it be that he was born about 1921 in New Jersey. At least I think this could be him due to:
