Turnix suscitator kuiperi Chasen, 1937 OD The Birds of Billiton Island , Treubia , 16 , 2 , 1937 here and here a study skin.
The collection on which the present paper is based was made by Mr. F. J. KUIPER in 1935 - 7 and I am grateful to Dr. K. W. DAMMERMAN for the opportunity
of studying such a beautiful series of well-made, well-labelled skins from such an interesting locality.

The Eponym Dictionary of Birds claims:

F. J. Kuiper (DNF) was a Dutch ornithologist who collected, principally for van Marle (q.v.), in the East Indies (Indonesia) (1935–1937).

The old key:

F. J. Kuiper (fl. 1937) Dutch ornithologist, collector in the East Indies (syn. Turnix suscitator).

Maybe to find him through Karel Willem Dammerman (1885-1951)?

Best source for Kuiper is a biography in Voous, K. 1995. In de ban van Vogels. Huizen on page 331. From his collection six new subspecies where described including the Quail.Valid is still Oriental Bay-owl Phodilus badius parvus, the remainder are now synonyms.
