unidentified little grey bird in the prescott area of Arizona (1 Viewer)

I dont know it its an immature or a female. It has a beak like a gnatcatcher without the markings of a Verdin. It was one of 10-15 of the same kind of birds who followed each other landing primarily in pine or juniper trees. Can someone help with this please

I realize that the angles are not the best for identification but this guys never stay still and these are the only 2 shots I got before the were gone.

Lucy's warbler. Lacks the sharp narrow whitish eye-ring surrounded by a uniform darker face that seems to be characteristic of Virginia's warbler.

Not sure about this one myself. Lucy's Warbler does seem likely, but I am not sure that the eye-ring of a Virginia's Warbler might not look like this from this angle, and a habitat with pines and junipers sounds better for Virginia's. Can you give more information about the habitat?
