Seen today, 04 September 2020 at Pacifica, California, USA. Bird was goldfinch sized. This is the only useful photo.

Perhaps a juvenile House Finch? Lazuli Bunting is another species that comes to mind, but I would think that's warmer brown without the flank streaks.

Juvenile Lazuli Bunting was my guess also. I'll go with that then. Thanks.

It certainly matches well with the juvie Lazuli Bunting images I found in Google images.
